Lawsuit filed in Sumner County

Does the law really work like this? Let's say I bought a tract of land next to the Mississippian mound site in Castalian Springs. I bought it with the thought in mind of putting a full-nude strip joint on the site. Then the county zoning folks tell me I cannot build a strip joint because it violates the county land use and zoning plan for that land. Then, does that mean I can file a credible law suit against the county because I think they have been illegal, arbitrary, and capricious in failing to zone the land for a strip joint? Here are the land use categories:

Industrial
Residential
Agriculture
Open Land
Strip Joint
